It appears to me that the woman is not an unwilling participant, as she has her legs wrapped around him and you can see her grabbing at something near the man's waist at 0:10. And the fact that the camera jumps from a man taking the laowai aside to talk to the aftermath of a beating tells me that the guys who administered that beating didn't do so justly. I think they were working with this woman and using her as bait to try and extort money from this douchebag.

We never see the punch to which you are referring, and we don't know if it was retaliatory. Then the Chinese man moved toward the laowai at 0:20, so if you want to demarcate the beginning of the fight at that point, the laowai still isn't the aggressor.

Folks calling for him to be "punished according to the law" after he was already punished extra-legally, or suggesting that he should have been beaten more severely are part of the problem. These people seem to think punishing rapists is of a higher societal priority than preventing rape or rehabilitating victims. This is only evidence of lack of concern for protecting the identity of the woman, but I agree with you that yes, the onus is on reveling in the delight of retribution and the promotion of some kind of 'entertaining spectacle' rather than ensuring safety of victims or potential victims.
Again, an entirely selfish attitude which displays a "what can I milk out of this situation" type of mindset I am all too familiar with having lived here for a while. Shame.
