The phrase gets a little lost in translation though. If I remember correctly it's not using the word "dog" with as negative connotations as it would in English. I think it's like, in times of peace dogs can chill on the streets in the sun, and that is better than being human and having your life all messed up by war.
My country hasn't seen war on its own soil in over a century, but I wouldn't call it peace so much as malaise and acquiescence. There is no peace without justice.
