@DD, Without a doubt. But that's never been a valid excuse for anybody, anywhere on thems Internets. Newbies need to lurk more, not unlike children who should be seen but not heard.

Here's my take: open-mindedness is a willingness to accept new ideas and try new things (but not without scrutiny; that's "empty-headed"). I think you would be hard pressed to describe a country undergoing such rapid changes as China's as less open-minded than the rest of the world.
That said, I get incredibly irrate when people make stupid generalizations about Americans based on what they see in movies or even the examples set by Ambassadors of Awesome like myself. Sure. I'm very open. But the people I grew up with were not. Ergo, I'm an expat, which itself is a very atypical social role and would seem to indicate that I'm a poor creature to use as an example.

I"d say no. CHina is becoming too widely open than the western countries. U find some decency even in wearing by girls there. Sometime, I see a girl wearing half naked in the name of openess, hard to know who is a hooker and who isn't

Hong Kong has long been affected by western culture before becoming a British colony, and has a diverse mix of cultures over the recent decades ...
The basis is a mix of different Chinese (mainly Shanghai, Guangdong and Fujian) and the west (mainly British and US), then Taiwanese with a slight hint of Japanese in the 60's and 70's, then Japanese onslaught even till now, which brought the food, clothes, comics and (most importantly) porn, and then the Korean wind (韩风) blowed silently onto the "island" ...
I could not and would not say that HK has the best mix, nor that HK is "open", but I think it is safe to say that most HK folks are willing to try "new things", particularly travel destinations, food, clothes etc ...
So, to answer this ... since there are some "blockages" in terms of western cultures, for example, food, I would say "no" to this very general question ...
