Do you remember the ending of "Basic Instinct"? The camera pans down to the icepick on the floor?
Did it mean anything? No. But simple happy endings are as unacceptable to the makers of cool movies as they are to their target audiences.
In "Inception" the same rule applies. In the minds of the film-makers, there's no reason not to make one last camera move down to the ever-spinning top.
It's cheap, simple, and appropriately undermines the happy ending.

The top wasn't ever-spinning. The movie ends just when it would stop, does it not? This is because the makers were too indecisive to decide whether or not Leo was still in his dream or not.
He wasn't though. Also, there were too many levels of dream in this movie. And didn't someone die and then come back to life?
