    Promising to "sponsor" a Z visa application means very little.

    You're recruiting for training centers, not schools.

    In any case, New Oriental has enough registered capital to sponsor a foreign expert's certificate which is needed for obtaining a Z visa.

    This nameless training center does not, but is promising to sponsor Z visa applications, probably just by writing an invitation letter, which is insignificant.
