At the surface, punitive compensation measures seem more just and humane than the typically Western mode of strictly retributive justice wherein the perpetrator is incarcerated and the victim receives nothing. Moreover, there's something minarchistic about this theory of criminal justice that might briefly excite anarchists and civil libertarians, at a little bit.
However, the reality is that it sets an arbitrary price on human life. Moreover, it means that when the perpetrator has no money or assets to pay the compensation, the victim either gets nothing, or the courts have to go to the perpetrator's family.
Compensation of victims and punishment of criminals should be carried out separately.
