I have been involved in a small scale marketing campaign of some high tech from the US lately and I can see first hand how people are approaching the potential transfer of technology. There's always the suggestion for the formation of a joint venture (yeah right), always a request for samples (do they really think we are that stupid?), and then there are guys who are not willing to do things without bribes and expensive gifts, so it is a difficult situation to deal with. Even if we bribe them they will still try to find a way to get the technology without paying for it.

    Well it sure changes the game a bit if they do this.  I predict China will become more successful at inovation in the future once they can start attracting more tallent to China.  Right now if you have tallent you are more likely to be appreciated "through salary, or opportunities" in other more develped countries unless you have very strong contacts here.  Otherwise you end up being used and playing a huge game of kiss ass for little or no reward. There really is no real incentive to be innovative right now in China for young people, which is why there is something called "The brain drain". 

    If you are an MD why would you stay in China and practive if you can go to the USA and make a million dollars a year with your own private practice? 

    If you are a nuclear physicist would you stay here or go where you can afford to buy a house with your salary? 

    It will take time, but the time will come when China can attract tallent.  Its already begun.
