    could be corrected to read,

    'urban space management is achieved by following...'

    the last sentence is also quite confusing and repetitive, with two uses of the words 'provide', 'legacy', and 'heritage.' perhaps you started over but forgot to delete the first attempt? my guess is you were trying to write something like,

    'urban space management must provide a safe ecological environment to ensure the preservation of the city's legacy and the success of its legacy tourism activities.'

    Guessing the meaning (or concept) of a poorly translated (or written) piece is really not fun at all ... if there is any chance you can paste here the original Chinese text (or what you wanted to say in your mind, but in Chinese), it might be easier :)
