I would not compare China with USA on that. Basically, USA has been the global leader in science and technology since World War ||. Chinese economy getting strong over the past few decades, but still far to go.
Try "somewhere over the rainbow" ... actually, science is not too far behind, because technology is easily shared with the internet ... the main issue is the operation, and there is no proper planning in many areas across China ... road construction is a good example around Beijing ...
